The ups can keep your computer up for a while but it will not ensure your cable or telephone connection which could go out.

I don't think phone lines usally go out because they have UPS and generaters at the phone companies so that the phone lines stay up and running through almost anything. If you have cordless phones they will not work because they need the power from the wall but if you have one of the old corded phones it will work just fine during a power outage because you do not have to plug it in.

It is a server that you run from your house. You connect it to your home DSL and run a website/emai on it.

You can check out www.dslwebserver.com for more information about running a webserver from your home. The websites tutorials are mainly on Windows but you could apply them to a Linux server.

I would also recommend you check out www.diywebserver.com, while the site needs a little work on content the forum is full of a ton of useful information.
