why ebay not block anonymous users

I have problem on ebay that Some one is blocking my sales by creating accounts on ebay. I want to ask that how to solve this problem.

why ebay don't care about these things? It affects to my business.

How could creating an account on eBay block your sales? Are they creating accounts using your information?
