It depends that in which language do you want to develop your website such as PHP, HTML etc.If you want to create a simple website then you can make it in dream weaver else you can add more designs and extra things in it.
Here an url that contains each of the tools that is necessary in developing an advance website.

I quite often use Transmit, TextMate, ColourMod and sometimes MAMP on the MacBook. TextMate is great but I have to say that sometimes the autocomplete where it automatically closes your apostrophes or parentheses gets annoying.. although, knowing TextMate there is likely a way to turn it off. I’ve used Locomotive a few times and it was a bit too restrictive or I didn’t know how to use it to get what I wanted done, so I ended up taking all the steps to install everything I needed locally.

I use Photoshop for designing websites and Dreamweaver for scripting purpose. Above all you should have some basic HTML knowledge. You can aslo use Flash which has both designing and scripting support.

It really all depends on your skill set and what you want to do with your website. My most used tools are Dreamweaver, Photoshop and CuteFTP.

Default Flash is my all time favorite

Well I use Flash- my all time favorite web development tool. Flash websites are more crisp in design and can be animated unlike websites which are created in Dreamweaver where animation is done by embedding Flash files.

If you can learn to code and program by hand using a text editor you will have more or less total control over what you create and will never need to use Dreamweaver. In my opinion, Dreamweaver hinders rather than helps.

Flash is okay but fiddly. Acitionscript is similar to Javascript, though, so is quite easy to learn.

Photoshop is a must.
