Buddy you are have a signature of SEO Company and you are asking this question its strange!!!

Any ways Google penguin is not effecting the rank out all website only those website are effected who were building low quality of links and doing spamming.

Following are the things you should do to get rank at present --

Build a very good quality of content on your site.
Frequent update your site with News/blog section.
Article, guest post and blog posting and promotion.
